Access to Finance

The IBB Group offers a diverse portfolio of grants, loans, guarantees, and equity investments across its business areas, including economic, real estate, and labor market promotion, as well as treasury refinancing. Each funding program is commissioned by the state of Berlin, ensuring the involvement of various stakeholders during product development. The funding offerings are designed innovatively, competently, and responsibly to provide all potential beneficiaries with non-discriminatory access to financial resources.

At IBB, we are committed to responsible banking, emphasizing fair and transparent interactions with customers, especially those facing financial difficulties. The Risk Management Department oversees both restructuring and resolution processes.

Restructuring process

The restructuring phase focuses on managing problematic loans. Our staff collaborates with customers to create individualized recovery plans, which may include:

• Repayment suspensions
• Reduced repayment amounts over extended periods
• Debt consolidation
• Waiver of interest and/or principal amounts

Each solution undergoes diligent review to ensure compliance with banking standards, funding criteria, and legal requirements. The aim is to achieve a viable and sustainable financial recovery for the customer.

Resolution process

If restructuring is not feasible, we move to the resolution phase, which focuses on recovering claims from terminated loan agreements and revoked grants. During this process, we develop individual options for repayment of receivables, considering both the customer's legitimate interests and the realization of collateral. Resolution can occur through:

• Court proceedings (e.g., insolvency or foreclosure)
• Out-of-court settlements

Our goal is to find consensual solutions, which meet the customers interests with the requirements of IBB and the State of Berlin.

Throughout these processes, we:

• Take individual circumstances into account
• Provide access to an independent ombudsperson for conflict resolution
• Recommend experienced restructuring advisors for complex cases
